In 1972, the President of Congo D.R. decreed that only five organized religions were permitted to operate and own property: Catholics, one Protestant Church (ECC), Kimbanguist Church, Islam, and Judaism. Between 1971 and 1978, the government placed controls and limitations on Christian institutions and activities, but that gave way in 1980 when economic disasters forced a change. Since then, there has been religious freedom and a return to Christian control of a large portion of the education and health services.
